Now look, not a single president – Republican or Democrat – since the act passed in the waning years of the controversial Vietnam War that the WPA is constitutional, and I predict at some point in the near future, a president – it might even be Trump – will test the constitutionality of a piece of legislation that, by any measure, infringes on presidents’ role as commander-in-chief.
